Actually, it is FEDC0003, not FECD0003.
If you still need to reset the password, I suggest contacting Elster directly. Are you in South Africa? They should have a record of your meter and who it was sold to, etc., so they shouldn't have a problem to help you since they can usually authenticate you based on their sales records.

Well, you are using the FEDC0003 password, and the meter is not ACKing that, so the password on the meter has been changed.
FEDC0003 is the 3rd level password however.
If i remember correctly, first level is 0001ABCD and second level is ABCD0002, but you'll get better help from Elster.

The meters have an over-ride password, but someone from Elster will have to do this for you. Someone previously has probably changed the Level 3 password.
